197TH SESSION OF THE GOVERNING BODY OF THE ILO

1. We received a number of papers prepared for the 197th Session of the Governing Body for information after the meeting had been con- cluded and on which we thus had no opportunity to comment with a view to making representations at the meeting itself. Among these papers was GB197/6/9 concerning a proposed Asian Regional Seminar on Occupational Safety and Health In Relation to Productivity to be held towards the end of this year.

2. I have already mentioned on the telephone that Hong Kong is shown with a number of Member States as being among the countries which the ILO intends to invite to participate in the seminar referred to above and it may be that the attention of the Office has already been drawn to the need to bear in mind the dependent territory status of Hong Kong. If this has not yet been done, however, we should be grateful if the Department of Employment would write to the IL Office asking that any invitation to Hong Long to participate should be channelled through HMG. I understand from our UN Department that the Chinese have not failed to pick up these points of nomenclature in other Agencies. Our practice is to ask someone from the FCO post in the host country to be our nominal delegate, with appropriate advisers from Hong Kong or elsewhere. we should be grateful if this practice could be followed on this occasion.

3. I am copying this letter to Mr M Hilton in our UN Department and Mr A I Wotton in hong Kong & Indian Ocean Department who share the views expressed above.
