As regards the query raised in paragraph 5 of your saving telegram, our comments are as follows:-

the weighted average monthly rates for female supervisors in the electronics industry from September 1973 to March 1974 has not decreased (the amounts being $593.52 in September 1973 and $633.70 in March 1974); and
the slight decrease in the weighted average monthly rates for female supervisors in the plastic flowers industry for the same period (from $654.23 to $595.26) was due to a slackening of business in this particular industry resulting in shorter time being worked (because of world economic recession since late 1973) rather than to a reduction in pay plus additional payment in kind.

Wages in Hong Kong are affected more by the question. of supply of, and demand for, labour than by any other factors. The provision of food or other fringe benefits can only be considered as additional attractions to recruit or retain workers and has no bearing on wage rates.
