Yes. It would no doubt be desirable if the competent authority could have the assistance of international organisations in pro- moting research and in the collection of information on the haza of atmospheric pollution, and of noise and vibration in the work environment,
Employers' and workers' organisations should be encouraged to take positive action to carry out programmes of information and education with regard to hazards due to atmospheric pollution, and noise and vibration in the working environment.
VIII. Measures of Application
24(a) Yes. The appointment of competent persons to deal with such matters
is necessary.
(b) It would be desirable to establish machinery for consultation and collaboration between employers and workers on matters pertaining to the prevention and control of hazards in the working environment caused by atmospheric pollution and by noise and vibration, in- cluding the establishment of safety procedures but no specific legislation should be enacted to require this to be carried out.
25(a) Yes, provided that the practical implementation should be left
(b) to the discretion of the individual countries concerned. & (c)
26.
No. The competent authority should at its discretion be encouraged to consult the organisations of employers and workers concerned on matters relating to the application of the provisions.
IX. Special Problems
27(1) There is at present no legislation specifically applying all the & (2) provisions suggested in this questionnaire. However, the following
legislation give effect to some of the provisions
(1) the Factories and Industrial Undertakings Ordinance (Cap.59) and its subsidiary regulations dealing with work in confined spaces, the notification of occupational diseases and elec- trolytic chromium process;
(ii) the Radiation Ordinance (Cap. 303) and its subsidiary legis-
lation; and
(ii) the Clean Air Ordinance (Cap. 311) and its subsidiary
legislation.
It would be necessary to introduce new legislation or to amend existing law in order to comply with all the provisions. Changes in legislation, however, require careful study to discover what is administratively feasible and legally practicable. In addition, any lack of financial resources, expertise and scientific equipment will create problems in the practical application of an instrument as conceived in this report. Technical assistance from international organisations may play a role in solving some of these problems.
