REPORTS UNDER ARTICLE 22 OF THE CONSTITUTION

HONG KONG

1. We have recently received from Hong Kong reports now due in Geneva on the application in Law and Practice of a number of conventions, some of which have not yet been declared fully or partially applied to Hong Kong.

2. In examining these reports we should like to be sure that they do not contain any statements which are likely to prove inconsistent with any action contemplated in furtherance of the proposal made in the second paragraph of the Secretary of State's letter to Mr L_Murray of the TUC, dated 18 September 1975, and similar reference in paragraph 4 of Sir Duncan Watson's letter to the Governor dated 8 August 1975. I should be glad to know therefore whether any proposals for an improvement in the implementation of ILO conventions has been received from the Government of Hong Kong in the light of this correspondence.
