Social security. The section of social security and the improvement of the working environment in the chapter on public welfare, briefly discusses the current status of certain social security schemes in operation in the country and proposes the extension of the coverage of these programmes during the plan period.

Health. The subsection on public health in the section on housing and public health programmes in the chapter on public welfare, briefly reviews the efforts of the Government in the health sector during the First and Second Plans, indicates the broad policy approaches to be pursued during the Third Plan in the major subsectors. The plan document also indicates the investment outlays in the health sector.

Education. The section on education in the chapter on manpower development, science and technology reviews the current situation in the educational sector, outlines the major programmes and policy measures to be pursued during the plan period, sets out some physical targets for achievement and also gives an idea of the total investment outlay proposed in the field.

Malaysia

Social security. The plan document does not discuss social security per__se. However, in the chapter on public sector programme and its financing, it is envisaged that during the plan period the net domestic borrowing from non-bank private sectors would amount to M$2,245 million of which more than 50 per cent is expected to be provided by the employees' provident fund. Other provident funds and trust funds as well as funds of the new social security scheme are also reckoned as sources for net domestic borrowing.

Health. The chapter on health and family planning contains a detailed review of health programmes taken up in the First Plan, elaboration of the objectives a nd specific programmes of development in the health sector during the Second Plan, as well as details of financial allocation under individual heads.

Education. The chapter on education and training gives an even more detailed treatment to the educational sector. It provides in addition physical targets for achievement under the various subsectors.

Housing. The section on housing in the chapter on social and community services reviews the progress of the various housing programmes undertaken during the past and discusses the programmes and projects to be implemented during the second plan period. Financial allocations for major programmes proposed to be implemented are also given.

Social welfare. A brief description of the programmes in this sector, designed to improve and extend the facilities for care, relief and rehabilitation of less fortunate members of the society, is given in the section on welfare services in the chapter on social and community services.

Health.

The chapter on health services reviews the on-going programmes in the health sector and discusses in detail the programmes to be implemented during the Fourth Plan, in many cases specifying the targets to be achieved. Details financial outlays for the proposed programmes are also given.
