Social security. Chapter 12 in Vol. II of the plan document (employment, manpower and labour welfare) discusses briefly the coverage of the employees' state insurance scheme, the proposed extension of coverage of the scheme as recommended by the Committee on Perspective Planning appointed by the Employees' State Insurance Corporation, and recounts the introduction in 1971 of family pensions under the employees' provident fund and coal mines' provident fund schemes. The document also reports that the scope of integration of certain important social security measures was being studied.
Note: the document takes into account an amount of Rs. 28,850 million, as estimated resources of the employees' provident fund and other provident funds, available for investment in the private sector during the plan period (see Annex III to Chapter 5, financial resources, of Vol. I of the plan document).
Health.
The chapter on health, family welfare planning and nutrition in the document contains a detailed review of progress, including achievement of physical and financial targets, during the Fourth Plan, sets out the objectives and strategy for the health plan, discusses the major programmes to be implemented during the Fifth Plan including the proposed financial outlays and the physical targets set for achievement.
Education. The chapter on education in the plan document is even more detailed in treatment of the subject.
Housing. The chapter on urban development, housing and water supply reviews the progress achieved in the housing sector during the Fourth Plan, sets out the objectives and strategy for further development during the Fifth Plan and includes details of programmes and outlays in the sector during the Fifth Plan.
Social welfare. The chapter on development of backward classes and social welfare also contains a detailed review of progress, approach and strategy for the Fifth Plan, and details of programmes to be implemented in the Fifth Plan including targets and financial outlay.

Social security. The section on manpower in the chapter on education and manpower (Vol. 2C of the plan document) recognises that improvement of wages and social security must lead to and be accompanied by an increase in productivity, and suggests several measures including "conducting research in social security which will lead to the introduction of social security regulations".
Health. The chapter on health and family planning in Vol. 2C reviews the major problems in the health sector and discusses in detail the different programmes to be implemented during the plan period. Physical targets for achievement during the plan period such as the increase in the number of clinics and centres for acther and child welfare, increase of health personnel, etc. are indicated. The financial outlays for these programmes are also specified.
Education. The section on education in the chapter on education and manpower in Vol. 20 is even more detailed in its assessment of progress, discussion of policies and measures to be pursued in the educational field during the plan period and in the specification of targets and outlays under different subsectors.
Housing. The section on housing and drinking water in the chapter on housing and social welfare in Vol. 2C contains a discussion of major problems in the housing sector as well as the policy measures proposed to be pursued during the plan period.
Social welfare. The section on social welfare in the chapter on housing and social welfare in Vol. 2C contains a discussion of the major problems in the social welfare field and an elaboration of the planned policies and measures.
