The Government has also designated a "Counterpart Committee" consisting of representatives of the Directorate of Manpower, Transmigration and Co- operatives, the BAPPENAS, the Ministry of Finance and the Social Security Fund, to collaborate with the international expert in studies and planning exercises for the formulation of the scheme.

VIII. Tripartite study tour on social security

27. An innovative approach to social security planning adopted by Indonesia in 1974 vas to lay more emphasis on tripartite participation in the planning exercises. Under a project financed by ILO, a five-nan tripartite study team, consisting of representatives of the BAPPENAS, the Ministry of Manpower, Transmigration and Co-operatives (two directors of the Social Secuirty Fund) and the representatives of employers' and workers' organisations, undertook

an on-the-spct study of the operation of social security schemes in two developing countries (the Philippines and Egypt) and held technical consultations with experts of the ILO, order to have a first-hand knowledge of the magnitude of the efforts involved and the preparations needed to launch a social security scheme as well as the range cf problems that would necessarily ne ed to be tackled. Members of the study team possessed medical, legal and actuarial backgrounds so that they were in a position to guage the wide range of problems involved in implementing social security schemes. Findings of the study team are expected to be of considerable help to the Government in consolidating the results of the research and planning exercises so far undertaken at the national level, and to decide on a type of scheme that would be most appropriate to the country.

CONCLUSIONS

Although experiments in planning date back to over two decades, organised and systematic efforts in economic and social development planning in Indonesia commenced only with the launching of the country's Five-Year Development Plan. As in the case of many other developing countries in Asia, comprehensive economic and social planning involving cross-sectoral co-ordination and integration is still in the process of development. Both the machinery and mechanism of planning in the country are also undergoing substantial changes.

AS the central planning agency of the country, the BAPPENAS is responsible for the initiation and co-ordination of the entire development process; it is also the focal point for initiation of planning exercises in all the social sectors including social security.

As the implementing agencies, the planning cell and technical services the Ministry of Manpower, Transmigration and Co-operatives play a vital role in the planning, implementation and evaluation of social security programmes. The channels of communication and information flow between the BAPPENAS and the Ministry of Manpower, Transmigration and Co-operatives and the social security services that have evolved over a period of years are also undergoing changes.

Although there are definite focal points in the BAPPENAS and the implementing ministries, for planning, plan implementation, monitoring and evaluation of social development projects, effective structures, methods, procedures for social development planning are yet to be developed. This is also true of social security planning.

5. It is seen that the BAPPENAS has closely collaborated with a number of ministries and agencies in the numerous exercises in social security planning that have taken place during recent years. The emphasis given to tripartite participation in social security planning in Indonesia is undoubtedly a healthy move. Social security planning in Indonesia now seems to have reached a stage where the Government is able to take a decision on the type of programmes which it needs to develop.
