Focal points in the BAPPENAS and the Ministry of

Manpower Transmigration and Co-operatives for Planning,

plan implementation, monitoring and evaluation

18. At the level of the planning agency, the Division for Social a nd Cultural Affairs in the BAPPENAS is the focal point for planning in social development sectors while the Bureau for Analysis and Evaluation attached to the Division for Programming and Implementation is expected to share in the monitoring and evaluation of social projects. The extremely limited professional staff resources at the disposal of most of the bureaux (see Annex I) considerably limits the ability of the BAPPENAS to undertake effective planning exercises. For instance, the chiefs of the three bureaux within the Division for Social and Cultural Affairs are not in position yet. The BAPPENAS is, therefore, obliged to rely considerably on the personnel and expertise of the technical services within the Ministry of Manpower, Transmigration and Co-operatives; it encourages the further strengthening of planning and evaluation units within the Ministry. As a matter of practice, evaluation and monitoring of projects are undertaken through joint teams from the BAPPENAS, the Ministry of Finance (budget bureaux) and the concerned directorate in the Ministry of Manpower, Transmigration and Co-operatives. Although no separate unit exists within the BAPPENAS for perspective planning cf social security, the Division for Social and Cultural Affairs is currently engaged in examining the policy implications of introducing a comprehensive social security scheme for employees in the private sector. The BAPPENAS views all suggestions and proposals for the social security scheme mainly from two points of view: (i) the savings potential of the schemes, and (ii) their benefit aspects. Thus, in the initial examination of the policy implications of social security schemes, both the Division of Monetary and Financial Affairs and the Division for Social and Cultural Affairs in the BAPPENAS take part.

The composition and functions of the five divisions within the Bureau for Planning and Research which is virtually the main planning cell of the Ministry of Manpower, Transmigration and Co-operatives are given in Annex III. Though numerically much better staffed as compared to the Division of Social and Cultural Affairs in the BAPPENAS, in relation to the total tasks to be performed, the professional staff resources of the Bureau for Planning and Research appear to be inadequate.

20. At the formulative stage of the first plan, i.e. prior to 1968, the focal point in the Ministry for planning, monitoring and evaluation of programmes and projects was much less developed. The technical services in the Ministry used to prepare their own proposals that were reviewed and integrated by a team of senicr officials within the Ministry. The regional offices in the provinces were not associated in the planning exercises; the only contacts with them were through visits of the ministerial team of officials. However, with the establishment and strengthening of the Bureau for Planning and Research, the planning procedures have also undergone a number of changes. The Bureau now issues detailed questionnaires to technical services within the Ministry as well as to the regional offices in the provinces asking for proposals for incorporation in the second plan (1974-79).

In an attempt to strengthen the focal points of planning and implementation of projects, a team of development was constituted within the Ministry of Manpower, Transmigration and Co-operatives in September 1973 to (i) scrutinise, study and process the project proposals falling within the competence of the Ministry, (ii) to co-ordinate t he administrative processes relating to the implementation of the projects, (iii) take care of the revision and integration cf projects for submission to BAPPENAS, and (iv) provide guidance in implementation. Strengthening of the departmental machinery for plan co-ordination is sought to be achieved through four special teans which were constituted in April 1974 with responsibility for (i) co-ordination of guidance and control for implementation of development projects, (ii) co-ordination of planning and research, (iii) cc- ordination of training and education, and (iv) co-ordination of physical infra- structure. Although the composition of these special teams has yet to be finalised at the time of this study, it is anticipated that the teams would be serviced by professionals of the five divisions under the Bureau for Planning and Research, attached to the Secretary-General.

22. The main focal point for subject-matter planning in social security within the Ministry of Manpower, Transmigration and Co-operatives is the Directorate of Work Conditions and Social Security. Two of its divisions, viz. those dealing with (i) wages, work conditions and collective labour agreements, and (ii)
