The National Development Planning Agency (BAPPENAS)
Planning
The National Development
Agency (BAPPENAS) is the central planning agency of Indonesia. It is responsible mainly for: (i) drafting the basic framework of national development plans for long, medium and short term; (ii) cc- ordination of sectoral and regional plans and their eventual integration intc a national plan; (iii) assisting the Government in preparing the annual development budget;
(iv) planning the utilisation of foreign credits and technical assistance for development; (v) review and synchronisation of the formulation and implementation of projects by the planning units of the departments at
tne central and regional levels; and (vi) evaluation of the implementation of national development plans. Thus, the BAPPENAS is responsible for the initiation and
Co- ordination of the entire development process.
With the Minister of State for Economics, Finance and Industries as the Chairman and the Minister of State for Administrative Reform as Vice-Chair man, tne BAPPENAS has Six major sectoral divisions concerned with (i) economics, (ii) social and cultural attairs, (iii) monetary and financial affairs, (iv) programming and implementation, (V) regickal development and planning, and (vi) administration, each consistiny of separate bureaux dealing with specific sectors of planning. An organisational chart of the BAPFEN AS, showing its various sectoral divisions and bureaux, is given in Annex I.
8. In the BAPPENAS, the Deputy Chairman of the Social and Cultural Affairs Divison is responsible for social development planning. Within the Divison of Social and Cultural Affairs, the Bureau for Education, Health and Manpower
and the Bureau for Social and Mental Welfare handle most of the sectors that fall within the social development sector. The Sccial Affairs Bureau located within the Division of Regional Development and Planning is also closely associated in both policy and project planning in the social sectors.

Planning units in the ministries

AS implementing agencies within the governmental framework, functional ministries in Indonesia play a decisive role in both formulation and implementation of development plans. The ministries have established their own planning units to undertake internal planning of the respective technical programmes and το collaborate with the BAPPENAS in the various phases of policy and project planning. The structure and size of the ministerial planning units vary a good deal depending on the magnitude of the programmes as well as the financial outlays Within a ministry, planning is primarily the responsibility of the Secretary-General, although substantial planning work is also carried out by the Directors-General who are responsible for execution of the various programmes. Planning procedures
A. Development policy planning
10. The planning procedures could be discussed 10 terms of two broad aspects, viz. development policy planning and project planning. In development policy planning, which includes formulation of over-all national plans, determination of objectives, priorities, strategies and targets, the BAPPENAS takes the initiative and bulk of the responsibility. In Indonesia, development planning policies are carried out at different levels of authority. At the top there is the National Economic Stabilisation Council presided over by the President of the Republic. The Council consists of economic ministers (e.g. Ministers of Industry, Trade and Finance) and the Chairman of the BAPPENAS. It meets once а week. Similarly there is the National Council for Social Affairs (which is virtually the social committee of the Cabinet) also presided over by the President of the Repulbic and consisting of cabinet ministers in charge of social subjects and the Chairman of the BAPPENAS. The National Council for Social Affairs meets once a month to review and take stock of social development policies.
