Development of the work

Opening session

The opening session of the seminar was held on Monday, 30 September 1974. As with all subsequent sessions, it was at the Ramon Magsaysay Hall of the Social Security System Building, Quezon City. Many distinguished guests, all the participants and the international experts attended.
At the opening session, Mr. Hugo C. Lane, the Director of the ILO Area Office, and Mr. Manuel 0. Hizon, Chairman of the Permanent Committee of Actuaries and Statisticians of the ISSA, delivered messages from their respective organisations. The Honourable Blas F. Ople, Secretary of Labor, Mr. Jaime C. Laya, Deputy Director of the National Economic and Development Authority, and Mr. Roman Cruz, Jr., General Manager of the Government Service Insurance System, delivered messages representing the respective government institutions of the Philippines. On behalf of the Employers' group and the Workers' group of the country, Col. Simeon Medaila (whose address was read by Mr. José F. Lumban, in his absence) and Mr. Roberto Oca gave the messages respectively. Mr. Reynaldo J. Gregorio, Acting Administrator of the Social Security System, addressed the seminar on behalf of Administrator Gilberto Teodoro, who was abroad at that time, and of the members of the Social Security Commission. These messages are summarised in Annex 1 to this report.

Working sessions
After the opening session, the remainder of the first day was occupied by the distribution of papers and documents, with time being allowed for the participants to read or to study further the working papers,
At each subsequent session, a working paper or papers were presented by the author, followed by discussions between the participants, the author and other international experts present, including the director of the seminar who acted as chairman of each session throughout the seminar. Most of the working papers had been prepared and sent to the participants prior to the opening of the seminar, but some of them were prepared and distributed during the seminar itself. Each of the working papers which are reproduced in Chapter II were presented
a nd discussed at one or more sessions, according to the programme which is contained in Annex 3 to this report.
In all there were 28 working sessions, including three which were devoted to general discussions towards the end of the seminar.
On 4 October, all participants, experts and officials dealing with the seminar were received in audience by His Excellency President Ferdinand E. Marcos, who extended his warm personal welcome to all those present and gave a most inspiring speech on the need for the further development of social security.

Field visits
Thursday afternoon, 3 October, Sunday, 6 October and Wednesday, 9 October, were occupied by field visits which were arranged by the organising committee of the host Government. On 3 October, all the participants visited the factory of Deta Motor Corporation on the outskirts of Manila, where lectures were given on personnel management and employers' welfare measures. On 6 October, а visit to the Development Academy of the Philippines in Tagaytay was organised, which also provided the participants with a lecture and discussion session. In order to observe a rural community life, the seminar participants visited the Canlubang Sugar Estate on 9 October, where they were received by leaders of the estate who explained its community activities.

On Thursday afternoon, 10 October, the participants visited different departments of the Social Security System and observed the process of administrative operation.
