ORGANISATION AND DEVELOPMENT OF THE SEMINAR

Background and purpose

The

The seminar, organised by the ILO, was financed by funds made available to the ILO by the Norwegian Agency for International Development (NORAD). International Social Security Association (ISSA) and the Government of the Philippines provided close collaboration with the organisation of the seminar, which was held in Quezon City, the Republic of the Philippines, from 30 September to 12 October 1974.

The seminar was organised within the framework of the ILO's technical co- operation in the field of social security which includes the organisation of training or study courses at the international, regional or subregional level.

In the national development programmes in many countries of Asia, measures of social protection, including social security, have received a low priority, and this fact has, of late, proved to be a serious conditioning factor as regards the national development effort itself. In this connection, the International

Development Strategy for the Second United Nations Development Decade, adopted by General Assembly in 1970, urged that the ultimate objective of development must be to bring about sustained improvement in the well-being of the individual and

the

bestow benefits on all.

The purpose of the seminar was the exchange of views of high-ranking officials in Asian countries, both officials dealing with the over-all economic and social planning and officials concerned with the planning and implementation of social security, together with the views of representatives of employers' and workers' organisations; at the same time, the seminar brought to notice the ILO's experience of the planning and implementation of social security measures in developing countries, and the significance of social security in the development efforts.

The seminar was attended by 37 participants from 19 countries and by observers from the Philippines and two international organisations, namely WHO and UNICEF. The numbers from different countries and from different institutions as well as government departments are shown in the following table. Annex 2 to the present report shows the names and organisations of the participants, together those of international experts and of the secretariat of the seminar.
