3. The trade unions affiliated to the HKFTU continue to make headway. This has had no marked effect on industrial relations since the union leadership is clearly under orders to play things cool. But it is as well to take note that the HKFTU is now a formidable weapon in the hands of Peking should policy towards Hong Kong from that quarter suffer any sharp change.
