contact should also be made with the other two national trade union centres, the Pan-Cyprian Federation of Labour (PEO) and the Turkish- Cypriot Trade Union Federation (TURK-SEN). This condition had been accepted and the TUC intended to send out a staff member (Mr Hargreaves), probably during the latter half of September. Mr Callaghan assured Mr Jones that the Office would be willing to facilitate this visit in any way possible. Mr Murray undertook to advise the dates during which it would be made.
Hong Kong
25. Mr Jones confirmed continuing TUC interest in the general labour and industrial relations situation in Hong Kong. Mr Callaghan enquired about progress made in the Office following his meeting with the International Committee of the Labour Party on 23 April. Mr McNally replied that work was proceeding on the preparation of briefs on topics including steps to bring the application of International Labour Conventions to Hong Kong under Ministerial review and the desirability of reviewing the Hong Kong Trade Union Ordinance and its subsidiary legislation, with a view to simplification. It was hoped to hold an internal office meeting in June or July to consider these briefs. Mr Callaghan directed that in addition to advising the International Committee of the Labour Party of the outcome of these office discussions, we should also inform the TUC.

Portugal

Mr Callaghan said that unfortunately the prospects of an early move to democracy in Portugal were not good. However, we should not relax our efforts. Visits still continued and the Chief of the Defence Staff had recently been in Portugal to talk as soldier to soldier with members of the Armed Forces Movement. Reciprocal visits would be made. Mr Callaghan was also aware that the TUC had had visitors from Portugal, including José Luis Judas from the Intersindical. Mr Jones intervened to say that Judas was obviously anxious that the Portuguese Socialist Party should participate in trade union activities. Mr Callaghan said he hoped that a two-way flow of trade union visits would continue. Inevitably some misrepresentations occurred when visitors returned to Portugal. For instance, Judas was reported as saying that the British TUC supported a unitary trade union movement, whereas he was told in
Misunder- London that the TUC advocate only one national centre. standings or misrepresentations of this nature would have to be expected in the interests of encouraging the Portuguese Socialist Party to carry on its struggles.
