Mr O'Keefe dictated the attached letter to Sir Murray Ma before departing on leave.
2. I have made a few amendments in the interests of style but, was not present at the meeting with the Secretary of State, th may perhaps be some errors or misplacement of emphasis.
3. I am not entirely satisfied that the statements attributed Lord Goronwy-Roberts in paragraph 3 are correct, particularly th reference to the granting of further powers to the "urban" or "legislative" council or councils.
