Dear Jenny:
I send you herewith a copy of a letter I have had from the Foreign Secretary about our discussion with him on the subject of Hong Kong. I shall be grateful if you will circulate it to the members of the International Committee for discussion at our next meeting.
Jim has asked that this letter, and others which represent a sort of "thinking aloud" rather than & specific reaction to a policy matter we raise with him, should not be amongst those published in our Annual Report. I think this is right, and I have agreed.
