It seems probable, though I cannot substantiate it, that the help requested from the T.U.C. is really required by the IRI, but has been asked for in the name of the Union because the Institute itself is not a trade union. Father McGovern probably suspected that the T.U.C. would only be responsive to a call for assistance from a union.
