I have not attempted to propose answers to any of these propositions but suggest that a study, if undertaken, might cover the headings set out in the attached paper. On Mr Wilford's advice, I have tried to avoid angling the headings in the direction of the excessive pessimism of previous papers on this subject which were prepared in the aftermath of the Cultural Revolution; but, of course, there is a need to avoid excessive euphoria just because the situation is so satisfactory at present.

I observe that the recent exchanges between Ministers are marked Confidential but all the past papers, with justification, are classified Top Secret and I have so classified this submission and the attached paper. FED, Defence Department, Research Department
and G&GD concur.

A separate submission is being prepared on the other points to be discussed at Lord Goronwy-Roberts's meeting this afternoon.
