DRAFT WHITE PAPER ON FOREIGN POLICY : REFERENCES TO HONG KONG

Your minute of 12 November refers.
2. We have had second thoughts about the sentences on Hong Kong which we contributed to an earlier draft of the White Paper. We should now like to see the following in place of the last three sentences in paragraph 144 of the draft attached to your minute:

"The circumstances of Hong Kong are unique and in this case there can be no question of following the pattern of constitutional development which has been customary in most other dependent territories. At the same time, HG have every confidence in the continuing development of Hong Kong and will continue to administer it in the interests of the four million inhabitants who have chosen to live there."
