Mr Ennals has been asked by the Secretary of State to make the winding up speech. I have requested material for the main speech in a separate minute but the Minister of State will of course need defensive speaking notes on topics likely to be raised during the Debate. He would like each subject to be covered on a separate sheet of paper and all the material to be submitted by 2 pm on Monday, 24 March.
