Secretary of State's proposed visit to Japan, China and India
Your minute of 9 June.
The Secretary of State originally decided against a visit to Hong Kong purely because of the difficulty of finding the time. This was however against the background of a journey which would take in Japan, China and India. Now that he has decided to visit India separately, probably in February or | March 1976, he would like to visit Hong Kong briefly. This
visit should presumably take place on his way from China to Japan.
On this basis the timing of visits might look like this:

26 April/1 May

4 to 8 May

Visit Hong Kong
Arrive Tokyo
Visit to Japan
We are thus confronted by the difficulty of the Japanese holiday week beginning on 3 May. If that week is impossible for the Japanese would it be open to us to go to Japan first, then China and then Hong Kong? FED will no doubt wish to consider this. The Secretary of State has set aside two full weeks for the visit to the Far East and provided he gets time to recover from the outward journey and some provision for rest in the middle of the journey, he is happy that the visits should otherwise be arranged as best suits his hosts and the political proprieties.
