Mr. Tonkin

VISIT BY PARLIAMENTARY SUB-COMMITTEE ON EXPENDITURE TC CYFRUS AND HONG KONG

I met Brigadier Hunt at lunch in my club today. Brigadier Thunt, who is employed by the International Institute for Strategic Studies, is also consultant to the House of Commons Select Committee on Overseas Expenditure. He accompanied the Sub-Committee when they visited Washington last year.

2. We had some talk about the composition of the Committee which had changed since its Washington visit. Brigadier lunt said that all its members were extremely responsible people and there was little difference in view between the Conservative and the Labour Party members. There were no "mavericks".

7. I asked Brigadier llunt (whom I know quite well) whether he thought the Sub-Committec would show the same interest in intelligence matters as they had done in nuclear matters when they visited Washington. He said he thought not.

I asked

if the Ministry of Defence would do this. He said normally the MOD did not brief the Committee, but sent them vagl quantities of paper, but that in the past they had been briefed by the Foreign Office. He thought this might be useful. Brigadier Hunt added that one aspect in which the Committee were interested was the relationship between the Army

units in Hong Kong and the Police.

4. All in all I found Brigadier Hunt's comments encouraging. I think there may well be something to be said for giving the Sub-Committee a general FCO briefing before they leave.
