Mr O'Keeffe's minute of 10 October refers.

2. A draft on the contribution of Hong Kong to the British economy is attached. When we spoke yesterday, you confirmed that HKIOD would arrange for onward trans- mission to MrMilton] Kines

3. You will see that brief references have been made to two rather sensitive matters, namely Hong Kong's sterling reserves (paragraph 4, which has not been checked with the Treasury) and landing rights at Kai Tak (paragraph 5, which has not been checked with DoT). You might also note that the references in paragraph 4 to remittances, though factually correct, should, perhaps, be shown to the Bank of England.

4. There is no reference in the brief to the Hong Kong garrison, it being assumed, in the context of Mr O'Keeffe's minute, that this is not necessary.
