The Defence and External Affairs Sub-committee of the Sclech Committee on Expenditure is visiting Hong Kong in mid-November. its departure its members have asked for informal briefing on, other subjects, the contribution of Hong Kong to the British ecamy
2. I attach draft speaking notes on this subject which have be prepared by the Economists Department of the FCO. I would be ༔ *ག for any comments which you, or any of the addressees to whom thi letter and its enclosure is copied, might have by close of play on 7 November. I would be particularly interested on your comments the basic difficulty in any paper on this subject of attempting assess whether or not the unquantifiable invisible trade offsets the more obvious visible trade deficit.
