Mr Hawley will take the lead as FCO witness; he will be accompanied by Mr O'Keeffe (HKIOD) and Mr Goodison (SEP); and by Mr Thom (A & SD). On his return I shall ask him whether he will wish to be accompanied also by representatives from the other departments concerned, i.e. Claims and Consular. Briefs should be sent to Mr Hawley direct by the departments concerned, and copied to the other witnesses for information.
