THE GOVERNOR OF HONG KONG'S VISIT TO LONDON: 8-11 APRIL
1.
I submitted on 19 March on the Governor's appointments with Ministers. Lord Goronwy-Roberts will also wish to consider the plans for other engagements during the visit.
2.
On the evening of 9 April the Hong Kong Trade Development Council is holding a stag dinner at the Berkeley Hotel. This will be strictly concerned with trade promotion and the Hong Kong Government Office think it would be inappropriate for Ministers and other Members of Parliament to attend, although some officials will be
invited.

On the other hand, the Commissioner would be very glad if Lord and Lady Goronwy-Roberts were able to attend the gala presentation of Hong Kong clothes followed by cocktails at the Hong Kong Government Office on 10 April, beginning at 6.00 p.m. I realise the decision on whether to accept will not be an easy one in present circumstances but on balance I recommend that they accept. Refusal would be bound to cause disappointment in Hong Kong and could adversely affect our relations with the Colony, particularly in respect of some of the matters which will be discussed while the Governor is in London.
domestic criticism could be met with the argument that the Minister'
is virtually bound to attend such a function as a matter of courtesy. I understand that Lord and Lady Goronwy-Roberts have a long-standing
dinner engagement that evening; but the Commissioner has told me that the fashion show would take only half an hour and it should be possible to slip away by 7.00 p.m. at the latest. If Lord Goronwy- Roberts does decide to attend, the Commissioner plans also to invite Sir Anthony Royle, Sir Paul Bryan and Mr Dan Jones, with their wives. Although most of the people on the Hong Kong Government's list of celebrities (FCO telno. 136) have been unable to accept their invitations because of previous engagements, the Commissioner hopes that the fashion trade will be quite well represented.
