The Governor of Hong Kong will be on leave from 15 November
and is planning to spend a working week in London from 1-5 December.

He has requested a meeting with Lord Goronwy-Roberts (Hong Kong telno. 1134). In consultation with Lord Goronwy-Roberts's Private Office, the morning of Tuesday 2 December has been reserved for this. Although arrangements have not in every case been confirmed, a draft programme for the rest of the week has been forwarded to the Governor (FCO telno. 876).
3. The Governor has given us no indication of any specific subjects which he wishes to raise with Lord Goronwy-Roberts. However, the meeting will provide the Minister with an opportunity to cover the various issues that are at present a source of friction between Hong Kong and HMG and also other subjects which he might wish to review with the Governor. The meeting might therefore include the following topics:
(a)
Defence Costs
The Governor will be seeing Mr Kodgers on 4 December
to discuss progress on the defence costs negotiations since their meeting in Hong Kong at the beginning of
November.
(b) Death Penalty
Following recent speeches in the Legislative Council in Hong Kong, the Governor has officially represented that he wishes to raise this matter during the course of his
visit to London.
