Governor of Hong Kong's visit to the UK

The Secretary of State, having seen your submission of 30 October, has asked Mr. McNally to arrange for the PLP Foreign Affairs Group and the International Committee of the Labour Party NEC to receive the Governor of Hong Kong together in order to avoid having to cover the same ground twice. The Secretary of State would not want to take the Governor along to this meeting.

The Secretary of State has considered inviting the Governor to join him for that part of his meeting with the TUC's International Committee which is to discuss Hong Kong, but has decided on reflection that it would be better if a separate meeting were to be arranged for the Governor to meet the TUC. I should be grateful if you, in consultation with Mr. McNally, would see if such a meeting could be set up. Mr. Holt will be in touch with you separately about the Goveror's call on the Secretary of State.
