I was so sorry to miss you when I was in London ten days' ago but by the time I arrived I found the programme booked solid. I will be in London before returning to Hong Kong, from the afternoon of Wednesday 7th January to mid-day on Friday 9th. If there would be any chance of seeing you, perhaps your secretary could telephone Mr. Janvrin at the Foreign and Commonwealth Office who is arranging my programme. His number is 233-4777.

I am thankful that at last we have signed the Defence Costs Agreement which leaves a credible

garrison in Hong Kong but the pains and tribulations of arriving at this outcome.
I do hope the somewhat Draconian changes that are now going to take palce will not affect the morale of the garrison. Under Edwin Brammall's admirable leader- ship I do not think this likely, but we will need to watch it.
I will be in London from the afternoon of Wednesday 7th January until mid-day on Friday 9th when I return to Hong Kong. If there would be any chance of you giving me twenty minutes during this time I would like to have a brief chat about the shape of things to come in Hong Kong.
