I attach the letter which Mrs Elliott handed to Lord Goronwy-Roberts, when the Urban Councillors called on Wednesday. Lord Goronwy-Roberts would like to send a reply on the following lines:

"1. Thank her nicely.

2. I had an interesting and useful discussion

with (name them all) and explained once more HMG's attitude, viz that we all have a duty to consider very carefully the implications for Hong Kong of any proposals for

constitutional reform..

I was very glad to note in the final paragraph of your letter that you also realise this.

3. All the matters you mention are primarily ones

for consideration by the Governor and Government of Hong Kong. It is my view that by thoughtful discussion with them progress can safely be made."
