1. I attach a signed copy of the letter to Miss Lam, which Lord Goronwy-Roberts has now approved. You will no doubt wish to send this through the Governor. I hope you will indicate to him that if he has any doubts about it Lord Goronwy-Roberts would be very willing to change the terms of the letter.
