In my submission of 2 May I perhaps under-estimated the possibility that Mrs Elliott would misrepresent the discussion with Lord Goronwy-Roberts once she returned to Hong Kong. But the Hong Kong public are accustomed to the Star carrying sensational articles originating from Mrs Elliott; and I doubt whether the piece headed "UK not interested in HK reforms Elsie" will
have much effect.

When Lord Goronwy-Roberts received the delegation,
Mrs Elliott handed over a letter from the Movement for
Representation in Government. Mr Galsworthy prepared a letter of acknowledgment. On 30 April I sent this to the Governor of Hong Kong, who has suggested a small amendment in the final paragraph (Hong Kong telno. 470). I recommend that the change be accepted and submit a redraft accordingly. As before I shall be glad to pass the letter to the Governor for transmission to
Miss Lam.
