of principal roads from the boroughs in April 1974. The Department of the Environment is the highway authority for about 150 miles of trunk road. The comined 1, 020 miles constitutes the existing main road system.
The boroughs will, after April 1974, still be the highway authority for almost 6,800 miles of less heavily trafficked roads but it is often on these that the most serious traffic/environmental conflicts
are found.
The total length of roads in Hong Kong maintained by the government at the end of 1974 was 651.7 miles. of which 210 miles are on Hong Kong Island, 192.98 miles in Kowloon and 248.72 miles in the New Territories.
Despite rising costs and shortage of supplies of some basic materials following the oil crisis, the highways construction programme progressed as scheduled. A total of $235.7 million was spent on construction of major highway projects and $40.8 million on improve- ments and maintenance during the year.
