TRANSPORT

In the Greater London Council, the transport objectives are to

improve and manage transport in harmony with the other measures proposed to

make London a prosperous and pleasant place in which to live, so as to

(i)

(ii)

serve all reasonable demands for the movement of people and

goods; and

help improve the environment.

The Council's functions are those of

strategic planning authority;

highway authority for metropolitan roads;

(1)

(2)

(3)

traffic authority for all roads in London (trunk roads excepted);

(4)

policy making body for the London Transport Executive.

From these functions, it is clear that all the services are urban

and local in character, therefore, sooner or later I believe that transport in the

urban areas should be the responsibility of the Urban Council. I have compared

the transport services in London and Hong Kong as below, showing facts and

figures and the philosophy in solving related problems. (Sources: GLC abstract,

"Hong Kong Transport", "Transport in Hong Kong", GLC Transport facts and

figures 1973, Greater London Council Financial Review 1973/74, Greater London

Council Budget for 1974/75, various Hong Kong Government publications)

These comparisons only give a rough idea the periods may

not be identical and the technical details of one may not be equivalent to those of

its counterpart.
