HONG KONG: VISIT BY GOVERNOR

1. As you know, the Governor's main purpose in coming to London is to attend the Hong Kong Trade Development Council's Gala Fashion Show on 10 April, but his visit provides a useful opportunity for Ministers to review the situation in Hong Kong. Lord Goronwy- Roberts will be seeing the Governor on 9 April at 10.00 a.m.

The Governor is also due to call on the Secretary of State on 11 April at 11.00 a.m.

I attach an agenda and briefs on the topics for discussion with Lord Goronwy-Roberts. These were suggested by the Governor (his telno 252) to which are added those mentioned in my telno 201. In addition, Far Eastern Department have suggested that Lord Goronwy- Roberts might ask the Governor for his latest views on Chinese representation in Hong Kong. I also attach the programme for the Governor's visit as it stands at present. As previously agreed, the agenda for the Governor's call on the Secretary of State will be left open until after the Governor has seen Lord Goronwy-Roberts.

3. Since the briefs have been prepared, the question of a possible influx of South Vietnamese war refugees has been the subject of an exchange of telegrams with the Political Adviser, Hong Kong. A

separate submission on this is in course of preparation.

4. FED, Defence Department and the Overseas Labour Adviser, concur as appropriate.
