TALKS WITH THE GOVERNOR OF HONG KONG
1. The timing of Sir Murray MacLehose's call on the Secretary of State has been slightly altered to 11.15 on 11 April, i.e., 15 minutes later than previously scheduled.
2. I suggest the best way of setting the scene for the meeting, which is likely, I understand, to last for about half an hour, is for Lord Goronwy-Roberts to send the Secretary of State a short minute on his own discussions with the Governor, bringing out a few salient points.
3. I submit a draft. Defence Department and FED concur.
