The Governor's view is that to have any success in Hong Kong, the enquiry would have to be handled very quietly in cooperation with a Hong Kong University. “ semi- political enquiry at this stage would be harmful. At his meeting with the Governor on 4 December the Secretary of State said that he would support the idea of a low profile examination of the facts at this stage: if this study revealed areas where the CBI and TUC might be able to help, this would be for later consideration. Doubtless the Secretary of State will wish to take this line with the International Committee.

The Secretary of State might add that the meeting with the Governor had been good for both parties. Sir Murray MacLeho se had told him that the meeting had been very worthwhile. He had greatly appreciated the compliments that had been paid to the social progress the Colony has made in recent years.

I attach a note of the Governor's meeting with the International Committee of the TUC on 3 December.
