Lord Goronwy-Roberts said that he had come to listen

to what UMELCO had to say; he therefore invited them to raise

matters on their minds.

Sir Y.K. Kan said that he had been authorised to speak

on behalf of UMELCO on this occasion because of the shortage

of time. UMELCO strongly urged the continuation of the death

sentence in extreme cases. This was supported by 99% of the

population of Hong Kong. It was invidious that the Governor

was not allowed to carry out his duties under the law.
