Please excuse me for leaving early last Wednesday evening but it was my ward night and a lot of people were waiting for me to come to my Chai Wan Ward, I should have been there by 6:30 p.m.
As Chairman of the Reform Club which has about 40,000 members, I enclose a 6-point memorandum which speaks for itself. We are proposing to release this memorandum to the press (but not this personal letter to you).
To follow up my remark on Wednesday evening, it is now well-known in Hong Kong that the Chinese Government are against any elected representation
to the Legislative Council. Whilst the Reform Club and myself still think that there should be at least two elected seats on the Legislative Council, despite this opposition, nevertheless if the opinion of the political advisors is to the contrary, then the people of Hong Kong should all the more be made to feel that the local Government is their Government.
I was very pleased to have the opportunity of a talk with Lady Goronwy-Roberts as to the problem of drug addiction in Ilong Kong, in which subject I have been interested for many years now. I am chair- man of SARDA, and a member of the Governor's Action Committee Against Nacrotics. I am sorry that my conversation with your wife could not have been longer.
