HONG KONG: MRS ELLIOTT'S LETTER TO LORD GORONWY-ROBEKTS

Mrs E Elliott has written to Lord Goronwy-Roberts to
apologise for the fact that she was unable to attend his meeting with Members of Hong Kong's Urban Council on 15 January.
2.
Mrs Elliott, an elected Member of the Urban Council since
April 1963, is a regular spokesman on behalf of the poorer sectors of the Hong Kong community. She does a lot of good, but it is not easy to convince her of the good faith of government. The points in her letter are presented in predictable and characteristic fashion, and I do not think Lord Goronwy-Roberts should seek to answer them in detail.
3.
I recommend that Lord Goronwy-Roberts should write to
Mrs Elliott on the lines of the attached draft.
