Was the Queen's visit discussed before it was announced?
Minister: I really don't know. This is not the way these things
happen. What happens is that Her Majesty plans ahead, over
a number of years, in fact, she has been looking forward
very much to this visit to Hong Kong, by the way.
I am
frequently in personal contact with her, she has more than
once indicated her keen pleasure that this visit would
become possible this year. They plan these things ahead
and of course in doing so, the countries concerned and the
countries adjacently concerned know of the intentions, and
I am sure the Chinese authorities are well aware and have
been well aware of our intentions in this matter.
