Dear Laurence,
You will recall that the Governor, in accordance with instructions received from Lord Goronwy Roberts, replied to a petition submitted by the Reform Club of Hong Kong.
Various matters were raised in the petition, among them the question of constitutional change in Hong Kong.
I attach a copy of a letter addressed by the Chairman of the Reform Club to the Governor acknowledging receipt of the Governor's letter.
With regard to the last sentence of Bernacchi's letter, it is perhaps worth pointing out that the difficulty about having a small number (or indeed any number) of elected members on Legislative Council is that we would have to ensure that neither KMT nor communist personalities were elected. Goodness only knows how we could do this!
