resulting in 118 convictions; 39 cases were still pending in
the courts. 54 police officers had been prosecuted leading
to 34 convictions with 14 cases still pending. The Commission
has made a good start and I think that it should be given a proper opportunity to fulfil its task.

31. Hong Kong already obliged to accept legal immigrants
from China at rate of some 36,000 a year, with all that this implies for the Colony's over-pressed social services. Moreover, the policy of returning Chinese illegal immigrants would make it hard for people in Hong Kong to accept that non -Chinese Vietnamese, having no claim on the Colony, should be allowed to stay; and in absence of any established Vietnamese community. it would be very hard to integrate them.
