I would be inclined also in passing:
to make the point that the Government of Hong Kong (at coincidentally a particularly awkward moment) rose to the occasion and made admirable and humanitarian arrangements to accept the odd 4,000 refugees on the Danish freighter Maersk at a time coinciding with the arrival of The Queen; and
b. to draw on, or draw attention to, the admirably balanced assessment of Hong Kong written by the Governor and printed in the Times of 5 May (copy attached).
