LEGISLATIVE COUNCIL

1. The British and Hong Kong oernments both agree that is is a desirable

objective that the Legislative Council's membership should include people

who can speak for all levels of society.

ELECTIONS TO THE LEGISLATIVE COUNCIL

I have already alluded to the difficulties.

However, Her Majesty's

Government would be willing to consider any recommendations from the Gover-

nor if any consensus in favour of elections emerged in Hong Kong.

3. Her Majesty's Government and the Governor of Hong Kong keep such

questions under continuous review.

(If pressed)

The Governor has not made any recommendations for changes to Hong

Kong's present form of government.

4. We would not impose changes. But we would willingly consider any

recommendations received from the Governor.

5. Her Majesty's Government are broadly satisfied with Hong Kong's progress

towards public participation in government. The progress of the new Mutual

Aid Committees is particularly impressive.

URBAN COUNCIL

6. The Council fulfils and important and valuable function in the

urban areas. The precise delimitation of its powers is principally a

matter for the Hong Kong Government.

CITY DISTRICT OFFICES

7. The City District Offices render important services to the Government,

the community and the individual, through their local co-ordinating function,

their close touch with local public opinion, and their response to indiv-

idual complaints and enquiries.
