Dear Jim,
The National Executive Committee at its last meeting had before it papers relating to the situation in Hong Kong. During the discussion in the International Committee consideration was given to the Government of Hong Kong and the need to change the constitution. It was felt that in the meantime information should be obtained about the membership of the Legislative Council and the possibility of widening its base.
The Executive subsequently agreed that we should ask you when the next appointments would be made to the Legislative Council and who they are likely to be.
