Dear Jenny,

The Secretary of State's rather hectic programme in the last few days of last week prevented him seeing the National Executive Committee delegation prior to his meeting with the Governor of Hong Kong. However, I was able to give the Secretary of State a full report on the discussion at the International Committee and also the major points raised in a subsequent meeting I had with Ian Mikardo.

The Secretary of State has a number of ideas concerning Hong Kong which he would like to discuss with the International Committee. He would also like to deal at the meeting with the points raised in the General Secretary's letter of 20 March concerning ILO Conventions and nominations to the Legislative Council in Hong Kong. I am therefore copying this letter to the Private Office so that you and the Private Office can arrange a suitable date for such a discussion.

It might be useful if you and I were to meet to draw up a suitable agenda in advance of the meeting so that we could be sure that all the matters that both the Secretary of State and the International Committee wish to discuss were adequately covered.
