1. Mr McNally has asked me to let you have the following extract from his minute to the Secretary of State reporting on the meeting of the Labour Party International Committee last
week:
"Mr Sam McCluskey of the National Union of Seamen reported on his recent visit to Hong Kong. He was extremely critical of the labour legislation in Hong Kong and said that the Hong Kong Government seemed to be facing world economic problems by allowing real living standards to fall in the colony,

"The Committee decided that it would press the Government to set up a Committee of Enquiry into conditions in Hong Kong. Mr McCluskey also suggested that the Committee press the Government to set a minimum wage to be paid on British flag ships, since he was highly critical of the low wages paid on British flag ships plying coastal waters from Hong Kong. The Committee also decided to pursue its earlier enquiries concerning appointments to the Legislative Council and ratification of ILO Conventions as well as asking for the TUC to cooperate in this campaign.
"The Committee would like you to receive a delegation consisting of Mr McCluskey, Mr Kitson, Mrs Jeger and Mr Mikardo. Although time is short, I think it might be use ful for you to see this delegation in advance of you seeing the Governor of Hong Kong."
