I do not think we can sent a substantitive reply to Mr Withers without commenting on the claim in paragraph 3 of his letter of 24 May* that his legal advisor in Hong Kong had cleared the proposed visit by his brother with the Hong Kong authorities. If you agree that we should go back to Hong Kong on this point, I will send the attached telegram asking them if there is any record of an enquiry being made.
