In my letter of 10th July 1974 I promised to keep you informed of developments in Withers' case. He subsequently petitioned the Governor in Council through his solicitors on 24th September 1974 under Section 53 of the Immigration Ordinance against the Director of Immigration's decision to refuse him permission to land. The matter was considered by the Governor in Council on 5th November 1974 and the decision of the Director of Immigration was upheld.
