You are familiar with the abovenamed who applied for a visit visa through the British Embassy in Manila, please refer to Manila telegram VS82 of 27th March 1974 and subsequent exchanges terminating with Manila cable VS103 of 15th April which confirmed that Mr. Sztuchlik was clearly informed a visa has been refused.
You may be interested to know that he came anyway by flight TG602 on 6th May from Bangkok and asked for a stay of two days "for pleasure en-route to Japan for official business". He was, of course, refused permission to land, detained overnight at the airport and left the next day (7th May) on flight TG 600 for Tokyo.

My Chief Immigration Officer in charge of Airport control who is an experienced officer of the United Kingdom Immigration Service presently on secondment to my department interviewed Mr. Sztuchlik, and I quote his impression of the interview :-

"He (Sztuchlik) stated that he would report the matter (i.e. refused entry to Hong Kong) to Red Cross Headquarters in Geneva. When invited to do so, he replied that he probably would not. He is very glib and intelligent. I formed the opinion that he may be using his membership of the Red Cross as a front for other activities. He has an ideal cover for frequent travel."
